Hall Alumnus Andrew Graham (1961, PPE) is a Trustee and former Executive Chair of the Europaeum (an association of thirteen of the leading European universities), a Senior Fellow of the Oxford Internet Institute, a Trustee of Reprieve, President of Perranzabuloe Museum and a consultant to Mammoth Screen Ltd.

He is the former Master of Balliol. He has recently been the driving force in conceiving, implementing and raising the funding for the new Europaeum Scholarship Programme.

Earlier in his career he was, twice, Economic Adviser to the Prime Minister, Economic Adviser to the Leader of the Opposition, a Fellow and Tutor in Economics at Balliol, and Acting Warden of Rhodes House. He was a Board Member of Channel 4 Television and a Scott Trustee (which owns the Guardian and the Observer). In 2001, he founded the Oxford Internet Institute and, in 2010, the Balliol Interdisciplinary Institute.

In 2003, Oxford University made him an Honorary Doctor of Civil Law. His wife, Peggotty, was Dean and Director of Studies of Social Sciences at the Open University. They both remain passionate windsurfers.
